Making the Public Sector’s Engine Work

In February 2010, the Woodrow Wilson School of Public Policy and International Affairs at Princeton University conducted a study of the Department of Home Affairs in South Africa. As a result, a policy note entitled “Reforming without Hiring or Firing: Identity Document Production, South Africa 2007-2009” (Hausman, 2010) was published as part of the Innovations for Successful Societies initiative.

The resultant case study entailed a comprehensive assessment of the Turnaround Project that was conducted by FeverTreeConsulting (FTC) in the Identity Document (ID) Production Facility, at the Department of Home Affairs. The case study fully endorsed the project and referred to the intervention as “an unequivocal success”, “a rarity in civil service reform” and “instructive as an example of successful performance management”.
